Public Notice

 

The Boston Region Metropolitan Planning Organization (MPO) is circulating for public review and comment proposed amendments to two of its certification documents: 1) Amendment One to the Federal Fiscal Years (FFYs) 2014–17 Transportation Improvement Program (TIP) and Air Quality Conformity Determination and 2) Amendment Three to the MPO’s Long-Range Transportation Plan (LRTP), Paths to a Sustainable Region. 

 

The proposed Amendment Three to the LRTP would add two projects that receive federal funds: the Connect Historic Boston initiative and the South Station Expansion and Layover Facility project. The LRTP has a 20-year horizon and identifies the regionally significant projects to be constructed within the scope of the document. The FFYs 2014–17 TIP proposed Amendment One would add these projects and make updates to other projects to be funded in FFY 2014. The TIP lists the highway and transit projects that will receive federal funding within the scope of the document.

 

The 30-day public comment period for the draft TIP and proposed LRTP amendment will begin on Tuesday, November 12, 2013, and will end at 5:00 PM on Wednesday, December 11, 2013. The MPO is planning to take action on these two documents at its meeting scheduled for December 19, 2013.

 

The meeting will begin at 10:00 AM in Conference Rooms 2 and 3 of the State Transportation Building, 10 Park Plaza, in Boston. Members of the public are invited to attend. Comments on the two proposed amendments will be accepted in writing at the address below before the close of the public comment period, and in writing or orally at the meeting.

The MBTA, which is the FTA Section 5307(c) applicant, has consulted with the MPO and concurs that the public involvement process adopted by the MPO for the development of the TIP satisfies the public hearing requirements that pertain to the development of the Program of Projects for regular Section 5307, Urbanized Area Formula Program, grant applications, including the provision for public notice and the time established for public review and comment.
