The MPO conducted many public-outreach activities during the development of JOURNEY TO 2030 (the MPO´s current long-range transportation plan) to introduce the Plan to the public and to hear their views. The MPO then developed the JOURNEY TO 2030 Public-Involvement Plan, which outlines the outreach activities that were conducted by the MPO to involve the general public throughout the development of JOURNEY TO 2030, and also includes the MPO´s plan for future public participation.

JOURNEY TO 2030 was influenced by input from members of the public and interested groups, as well as municipal, state, and federal officials. JOURNEY TO 2030 outreach built upon the input received during the development of the MPO´s 2004–2025 Regional Transportation Plan, the recently completed Commonwealth of Massachusetts Long-Range Transportation Plan, and the Metropolitan Area Planning Council´s MetroFuture Plan.

The public-participation program outlines the timing of the public-involvement aspects of the development of JOURNEY TO 2030. The MPO conducted extensive outreach, from January to March 2006, which included outreach to the MAPC subregions, the Regional Transportation Advisory Council, and various organizations through the MPO´s "Invite Us Over" program. The MPO also held forums throughout the region and held open houses in Boston to inform the public about JOURNEY TO 2030 and to gather public comments.

The MPO conducted another series of outreach events in the late fall/early winter of 2006/2007, where MPO staff presented transportation model results, including environmental justice analyses from different transportation networks.

The draft JOURNEY TO 2030 document was released for public comment in February 2007, with extensive public-outreach activities scheduled for a review of the draft prior to the MPO´s approval of the final document in April 2007.
