Relationship to MPO Goals

The Boston Region MPO elected to fund this study with its federally allocated metropolitan planning funds during federal fiscal year 2021.

Background

The Central Transportation Planning Staff (CTPS) has a vast encyclopedia of historical transportation information. This information could be better used in CTPS’ planning and public outreach efforts with the creation of an online application.

Objective(s)

Create an online application that displays both a map and adjacent text detailing the major multimodal transportation infrastructure milestones within the Boston Region Region MPO from 1800 to present.

Work Description

Task 1  Complete Master List of Infrastructure Milestones

CTPS has compiled a master list of all the major transportation infrastructure milestones which will be updated and verified for accuracy. Major infrastructure milestones include official openings or closings of turnpikes, interstate highways, rail lines, rapid transit lines, rail trails, airports and significant transportation legislation within the Boston MPO.

Task 2  Create Map Displaying Transportation Infrastructure Milestones

Based on the master list, CTPS will create a map displaying all the transportation infrastructure milestones. Each project will have its own layer. The application will allow layers to be turned on or off according to the year in which the milestone was constructed or removed. Some milestones, such as legislation, will not appear on the map, but presented as text adjacent to the map.

Final map saved as an SVG file, with a unique identifier for each layer, in order to allow the online application to display layers selectively

Task 3  Finalize Application

The map will be incorporated into the online application. A slider bar will be added to move the map display forward and backward in time. The slider will control the layers displayed in the map according to the year in which each milestone was constructed or removed. As the slider is moved to a given year, text with a detailed description of each milestone and notable legislative events will be displayed in the adjacent text box.

The Boston Region Metropolitan Planning Organization (MPO) operates its programs, services, and activities in compliance with federal nondiscrimination laws including Title VI of the Civil Rights Act of 1964 (Title VI), the Civil Rights Restoration Act of 1987, and related statutes and regulations. The Boston Region MPO considers these protected populations in its Title VI Programs, consistent with federal interpretation and administration. In addition, the Boston Region MPO provides meaningful access to its programs, services, and activities to individuals with limited English proficiency, in compliance with U.S. Department of Transportation policy and guidance on federal Executive Order 13166.

The Boston Region MPO also complies with the Massachusetts Public Accommodation Law, M.G.L. c 272 sections 92a, 98, 98a, which prohibits making any distinction, discrimination, or restriction in admission to, or treatment in a place of public accommodation based on race, color, religious creed, national origin, sex, sexual orientation, disability, or ancestry. Likewise, the Boston Region MPO complies with the Governor's Executive Order 526, section 4, which requires that all programs, activities, and services provided, performed, licensed, chartered, funded, regulated, or contracted for by the state shall be conducted without unlawful discrimination based on race, color, age, gender, ethnicity, sexual orientation, gender identity or expression, religion, creed, ancestry, national origin, disability, veteran's status (including Vietnam-era veterans), or background.
