Data and Analytics and Information Technology Manager(s)

The Central Transportation Planning Staff (CTPS) of the Boston Region Metropolitan Planning Organization (MPO) is seeking a Manager to oversee the Data and Analytics Group and the Information Technology Group. The selected candidate will oversee a staff of several transportation planners, Geographic Information Systems (GIS) analysts, and system administrators who support the MPO’s transportation planning process. The qualifications and interests of the candidates will determine if one person will be hired to supervise both groups or if two people will be hired to supervise each individual group.

The Data and Analytics Group is responsible for providing data development services to internal and external clients. The group’s work consists of developing, acquiring, maintaining, analyzing, mapping, and publishing data sets, and assisting other staff members in these functions. These services include GIS analysis, cartography, database design and development, and software development. Within CTPS, the group provides strategic vision on all aspects of data management. In addition, the group is responsible for responding to data requests from other government agencies, consultants, and the general public. There are four to five staff members supporting this group.

The Information Technology Group is responsible for providing computing resources and support to CTPS, as well as a strategic vision for the organization’s computing infrastructure. This responsibility includes the purchase, administration, and maintenance of CTPS’s servers, desktop computers, laptop computers, printers, plotters, local area network (LAN), and access to the Internet. The group is also responsible for the purchase, cataloging, and management of all software at CTPS. There are two to three staff members supporting this group.


  • Master’s degree in urban planning, data science, information technology, computer science, or a related field, with nine years of experience managing data and GIS services in a comparably sized agency; or a bachelor’s degree in urban planning, data science, information technology, computer science, or related field, with 12 years of experience managing data, GIS services, and/or information technology in a comparably sized agency
  • Three years of experience managing staff, projects, and budgets
  • Strong analytical and problem-solving skills
  • Excellent communication skills
  • Excellent technical writing skills
  • Ability to work both collaboratively and independently
  • Ability to master new technologies quickly
  • Experience working with large amounts of data
  • Attention to detail; ability to fulfill tasks and prepare technical documentation accurately and consistently
  • Strong background in administering hybrid computing environments that include a mix of Windows, Mac OSX, and Linux operating systems
  • Proven excellence in user support
  • Patience when engaging with users who have a wide range of technical expertise
  • Experience working with the following:
    • Enterprise databases, such as Oracle, PostgreSQL, and SQL Server
    • Office suite data applications, including Access and Excel
    • Several GIS applications, including ESRI’s ArcGIS software and QGIS
    • Internet GIS and data services, including server- and client-side scripting, and OGC web mapping
    • Task automation using scripting
    • Cloud-based services, such as Google BigQuery
  • Experience administering the following:
    • An enterprise backup system, preferably Veritas NetBackup software with an EMC Data Domain appliance
    • An enterprise database, such as Oracle, PostgreSQL, or SQL Server
    • Software as a Service (SaaS), such as Google Apps
    • Centralized administration frameworks, such as Active Directory
    • Server-level virtualization, such as VMware

Familiarity with the following is desirable, but not required:

  • Transportation modeling software, such as Caliper’s TransCAD
  • Programming languages, such as R, JavaScript, and Python
  • Web service components, such as the Apache web server, Tomcat servlet engine, and Drupal content management system
  • Platform as a Service (PaaS), such as Amazon AWS, Google Cloud Platform, and Microsoft Azure
  • GIS software, such as ArcGIS and QGIS
