Unified Planning Work Program (UPWP)

The Unified Planning Work Program (UPWP) is a one-year planning document and financial plan that outlines how the Boston region will allocate its federal transportation planning funds for a given federal fiscal year (FFY) in alignment with its long-term vision, goals, and objectives. The development of the UPWP involves the prioritization of federal funding for transportation planning work, including MPO programs, studies, and technical analyses, to be implemented in a given year to support the region’s goals. The scopes and budgets of the prioritized work are documented in the UPWP.

In addition to MPO-funded work, the UPWP describes the work that staff will carry out that is funded by external grant programs and state and regional transportation agencies, such as the Massachusetts Department of Transportation (MassDOT) and the Massachusetts Bay Transportation Authority (MBTA).

The MPO Board voted to endorse the draft Unified Planning Work Program, Regional Transportation Planning Priorities: October 2025 through September 2026, on July 17, 2025, after the conclusion of the 21-day public review period. As a work-planning document for the upcoming fiscal year, the FFY 2026 Regional Transportation Planning Priorities provides descriptions and budgets for the following MPO work areas: support to the MPO and 3C planning, technical analyses, new discrete studies, resource management and support activities, Metropolitan Area Planning Council (MAPC) planning studies and technical analyses, and MAPC resource management and support activities. The FFY 2026 Regional Transportation Planning Priorities took effect on October 1, 2025.
